[World Map] Countries that have legalized euthanasia (Updated as developments occur)
Europe
-The UK will pass a euthanasia bill in the House of Commons on November 30, 2024 .
The bill is currently being reviewed by a committee in the House of Lords (upper house), and is expected to be legalized by the end of the year.
- On May 27, 2025, France approved the Euthanasia Bill in the lower house of parliament . It was scheduled to be debated in the upper house from the beginning of autumn, but due to the government's turmoil, the date remains uncertain.
- In Italy, thanks to the efforts of the Luca Coscioni Association (Italian Euthanasia Association), euthanasia was legalized in Tuscany on February 11, 2025 (there are already cases of implementation). Although the country does not have a legal system for euthanasia, it has already been legalized through court precedent (there are more than 10 cases of implementation).
- Slovenia will legalize cannabis in July 2025.
North America (Canada and the United States)

On June 9, 2025, the New York State Assembly approved the legalization of euthanasia . However, the Catholic governor has not yet given his final signature, so implementation is on hold.
Latin America
- Uruguay's Euthanasia Bill will be approved by the lower house of parliament on August 13, 2020. It is currently under consideration by the lower house and is expected to be approved by the end of the year.
There are four countries in South America where euthanasia is legal, but all of them are recognized by "court precedent" and none of them have made it a legal system. Uruguay is set to become the first Latin American country to fully legalize euthanasia.
Asia and Oceania
・In South Korea, the first euthanasia bill in Asia will be submitted to the National Assembly on July 5, 2024. Since then, there has been no progress due to political turmoil.
-In Thailand, there is an active debate going on about whether or not euthanasia should be allowed.
- Euthanasia has been legalized in almost all parts of Australia and New Zealand.
Although it is only available in the Northern Country region, it is currently under consideration in Parliament and is expected to become law soon.
